1up60rgb Keyboard Support (#2404)

* Add files via upload

* Update keymap.c

* Update keymap.c

* Update 1up60rgb.c

* Tidy up the code a bit for submission into QMK Master
- Create readme file
- Fix compile issue with standard keymap
- Create default keymap
- Remove unused Makefile
