Keyboard: Add Catch 22 Hotswap Macropad to QMK (#3576)

* Initial Commit of catch22 macropad by rockydbull

* Add configurator info.json

* Use macros

* Use pragma once

* Use CA22 as product id

* Clean up readme

* Use the layer define value

* Feedback from @drashna
